Her career sits at the intersection of public policy, scientific innovation, and cross-sector collaboration. From the White House Office of Science & Technology Policy to USDA and global research ecosystems, Dr. Carter led initiatives that mobilized billions in public and private investment to advance nutrition security, agricultural innovation, and the bioeconomy.
She specializes in designing and scaling public–private partnerships that align government, philanthropy, industry, and academia around shared investment priorities. Whether coordinating national strategies, shaping biotechnology policy, or advising institutions on securing large-scale R&D funding, her focus is consistent: translating complex science into funded collaboration and measurable outcomes.
Dr. Carter works with mission-driven organizations to build co-funded partnerships and matching fund strategies, navigate federal funding and policy ecosystems, align scientific innovation with capital and coalition support, and position organizations as trusted conveners across sectors. She is especially passionate about advancing resilient agricultural systems, nutrition security, public health, and global food system transformation through partnerships that bridge discovery and deployment.
She holds a PhD in Microbiology, Immunology & Molecular Genetics from the Medical College of Wisconsin, a BS in Chemistry from Saint Norbert College, and a Women's Executive Leadership Certificate from Yale University School of Management.
